By His Excellency Thomas Jefferson, Esq. Governour of the Commonwealth of Virginia. A proclamation. Whereas during the incursions, which have been made into this and others of the United States, by the forces of His Britannick Majestic, a practice hath been introduced by them unauthorized by the law of nations and unattempted in any other age orby an other enemy of seizing peaceable citizens while in their beds or employed in domestick occupations, and extorting from them paroles, that they will not on pain of life and fortune be aiding or assisting in any respect to the enemies of Great Britain, which paroles such citizens may have given through ignorance... I have thought fit... to issue this my proclamation... that citizens taken or yielding themselves in the manner before described, are incapable by law of contracting engagements which may cancel or supercede the duty they owe to their country...[Dated] 19th day of January 1781. | |
To all the faithful in Christ, to whom these presents may come I Thomas Jefferson Esq; Governor and Chief Magistrate of the Commonwealth of Virginia in Williamsburg, in the Dominion aforesaid, greet you well. Whereas it is pious and honourable to bear testimony to the truth, and that no errour, mistatke, or deceit happen, subversive thereof; and seeing the good called the now at Norfolk, burthen tons, carrying guns, master name under God, is and is now ready to sail from the said port, God willing for and other foreign ports, with her compliment of mariners; We by these presents declare and pledge our honours... no dangerous, pestilential or contagious distemper at present exists within the Dominion of Virginia. In witness whereby, I have affixed my proper seal, given at the office of the Commonwealth, at Port norfolk, aforesaid, on the day of according to the computation of the commonwealth Church, one thousand seven hundred and seventy nine, and in the fourth year of the Virginia state. |
